雙語 Xi calls for multilateralism at World Economic Forum in challenge to U.S.

On January 25th, Xi JinPing made a speech via teleconference at the World Economic Forum held in Davos. Xi encouraged all countries to work more cooperatively to build a shared future. The speech is being seen by many as calling on the new Biden administration to reverse years of U.S. policy.

The U.S. responded that it was still in the process of reviewing its relationship with China.

Due to COVID, this was the first time the World Economic Forum was held virtually. Participants included China, Germany, France, Israel, India, Japan, and other world leaders. Biden did not participate.

Xi’s speech lasted approximately 25 minutes and this was his first appearance at Davos since 2017.

In his speech, Xi argued for multilateralism, having international affairs addressed through consultation and the future of the world decided by everyone working together.

He said: “International governance should be based on the rules and consensus reached among us, not on the order given by one or the few.”
He cautioned against starting a new Cold War and denounced countries that “reject, threaten or intimidate others, and willfully impose decoupling, supply disruption or sanctions.”

The speech was notable for its strident tone and was perceived as a direct, public challenge of the Biden administration.

On January 25th, White House spokeswoman Jen Psaki stated that the Biden administration was just in the early stages of conducting reviews of its China policy, including the bans of various Chinese companies. Psaki said the administration is focused on the issues of intellectual property theft. But she did not go into details nor comment on whether the Trump-era policy of banning companies like Huawei and TikTok will continue.

During 4 years of the Trump administration, due to national security concerns, the U.S. implemented export bans against Chinese high tech companies with ties to the military, including Huawei, China Mobile, and SMIC. In addition, the U.S. is engaged in a high profile trade war against China with high tariffs on imports.

Analysts believe Xi will seek to pressure the Biden administration to remove these measures. The Davos speech set the stage by calling out these measures as being disruptive of worldwide cooperation. By specifically targeting decoupling, trade wars, tech wars, Xi is urging the U.S. to change its current policies and return to an Obama-era foreign policy, where China was able to exploit the global economic system through intellectual property theft, unfair trade, and market manipulation.
