European Union leaders are nearing an agreement on a multi-billion dollar pandemic recovery fund as the Brussels Summit enters its fourth day.

The tense climate has some nations worst-hit by COVID-19, such as Italy and Spain, torn with members who want to limit funding.

Differences surfaced over how much financial aid should be provided as grants and how much should be repaid in loans, while wealthier countries including the Netherlands demanded strict spending control.

Germany and France said a framework had been sketched reaching a compromised figure of $636 billion.
