Global efforts toward carbon neutrality
With the launch of the new climate regime this year, global efforts toward zero carbon emissions have begun in earnest. The U.S. reaffirmed its commitment to global climate action by returning to the Paris Agreement, while the EU proposed a carbon border adjustment mechanism. Korea also announced its plan to achieve carbon neutrality by 2050. In this week’s edition of Foreign Correspondents, we sit down with our panel of journalists to shed light on the implications of proposed carbon tariffs on the Korean industry and discuss the challenges facing countries around the world as they work toward becoming carbon neutral.

‘탄소중립’ 향한 각국의 노력
지난 7일, 인도 히말라야 서부 고산 지대에서 갑작스러운 홍수로 200여명이 실종되는 이례적인 자연재해가 발생했다. 전문가들은 해발 7천 미터가 넘는 고지에서 이런 '물난리'가 발생한 것은 빙하 붕괴 때문인데, 세계 대부분의 빙하가 지구 온난화와 기후변화로 인해 극적인 수준으로 녹고 있다고 밝혔다. 또, 전 세계가 코로나19로 ‘멈춤’ 상태였던 2020년에도 이산화탄소 농도는 전년보다 상승한 것으로 나타났다. 이산화탄소는 한 번 배출되면 최대 200년까지 대기 중에 머물기 때문이다. ‘2050 탄소중립’을 위한 국제사회의 新기후체제가 올해부터 시작됐다. 이전 기후체제가 선진국만의 역할과 의무를 강조했다면, 新기후체제는 개도국 포함 모든 당사국의 역할과 의무를 강조하고 있다. 이런 가운데, ‘파리기후협약’의 복귀를 선언한 조 바이든 미국 대통령이 취임하고, 유럽연합이 기후위기 대응 속도를 높이면서 ‘탄소국경세’ 논의가 뜨겁다. 문재인 대통령도 지난해 10월 말 탄소중립을 선언하면서 유럽연합의 탄소국경세를 언급한 바 있다. 탄소국경세가 도입되면 자동차와 철강, 반도체 등 한국의 주요 수출 기업의 부담이 커질 것이라는 전망도 나오는데! 더 이상 미룰 수 없는 ‘탄소중립’ 등 기후변화 대응, 그리고 이로 인한 경제규제와 무역환경 변화까지...전세계적으로 탄소 순배출량 ‘0’을 만들겠다고 연이어 선언하고 있는 가운데, 탄소중립을 준비하는 각국의 노력과 어려움 등을 다양하게 논의해본다.
