Debate is still raging on whether universal COVID testing is necessary for new arrivals. Those against it point to Germany, which is considering ending its mandatory testing for arrivals from high-risk areas. Widespread testing has pushed Germany’s health care system to the brink. Germany is looking into adopting a mandatory 14-day quarantine starting mid-September, which would reserve testing capacity for people in care home and hospitals.

Health minister Chen Shih-chung has repeatedly objected to universal COVID screening, citing the strain it would put on Taiwan’s medical system. Last week, Chen said it would have cost more than NT$800 million to test all the people who’ve entered Taiwan’s quarantine system since January.
