These steps worked for me, but I hope they work for you too! Keep in mind of the time zone that you live in, and if you're still getting an error that your game is still not ready.

Follow these steps:
1.) Locate Hogwars Legacy in your Steam Library
2.) Right Click and go to 'Manage'
3.) Click 'Uninstall'
4.) Reinstall Hogwarts Legacy
5.) Let the download finish completely
6.) Open 'Task Manager'
7.) Scroll down and find 'Steam Client'
8.) Right click and 'End Task'
9.) Reopen 'Steam' launcher
10.) Let the game unpack
11.) GAME ON! :)

These steps will not work for everyone, but they did in fact work for me! I waited over an hour for the game after its initial release time.
