Partisanship in American history is consistent and rarely changes. And the United States has remained deeply divided between two parties during most of its history. Moments of profound social and economic crisis — the Civil War, the Depression of 1893 and the Great Depression of 1929 — have triggered rare moments of political realignment and transformative policy change. With COVID-19 and the murder of George Floyd, our country has entered another moment of realignment. Although we cannot predict precise outcomes, we can anticipate and prepare for major changes in the nature of democracy and policy-making.
