Update paused in Steam? Here is how you fix it

In steam some games cannot be updated with new updates, the new updates install up to 00% and then Steam says update paused. You cannot OPEN OR PLAY THE GAME when this happens. I have looked for solutions all over the internet and non of them worked. So i found a very easy method to fix it
