The flickering issue in Watch Dogs 2 (PC) looks to be related to RTX cards (I'm using a 3070) from all the posts I've found. Not sure if it's something Ubisoft would look into or patch on a game that over 4 years old, and not sure if it's something future Nvidia drivers would address, as it seems to be specific to this one game.
