The trade standoff between South Korea and Japan, coupled with economic concerns due to COVID-19, may be covering up another important battle ? in which words are weapons. As of July 1, a Kawasaki city ordinance means that for the first time in Japan hate speech violators can be punished with criminal penalties. Kawasaki being home to one of the biggest Korean communities in the greater Tokyo area, we can infer from that alone just how much of a problem anti-Korean protests have been. For Koreans, this is comparable to Jews still facing widespread hatred in Germany. But is Japan's Abe administration taking their plight seriously?
